Job Description:
This position is responsible for leading, directing and providing professional engineering expertise to the administration of development related agreements and their associated processes. Applications require a high degree of knowledge and ability to identify and solve problems, interpret and administer policies, bylaws, standards and specifications while working collaboratively with the development community, other Branches and the citizens of Regina.
Job Responsibilities:
- Mentors, trains, advises, directs and supervises staff and work teams in a work environment that embraces innovation, change, corporate values/initiatives, relationships, partnerships and a respectful work environment.
- Monitor and manage operating budgets for the Servicing & Infrastructure Planning Branch.
- Participate in planning for the medium and long term improvements and growth of the City’s infrastructure systems.
- Liaise, confer, negotiate or collaborate with internal and external working groups and committees related to major development projects and the development industry in Regina ensuring that the development industry adheres to all technical requirements of the City.
- Manage and review the work of engineering consultants for studies and planning reports.
- Interpret and analyze complex data, information, processes, programs and problems and develop best practices options, solutions, improvements and recommendations which have significant benefit for and impact to levels of service provided to the work units and customers.
- Negotiate with developers a number of standard and non-standard Development Agreements to ensure that departmental concerns are secured.
- Prepare and present complex reports, contract documents, terms of reference, requests for proposals, policies and procedures, correspondence and briefs, and reports to Committees and Council.
- Establish, review, interpret and enforce policies as they relate to the Community Planning and Development Division’s requirements for land development.
- Serve as a point of contact between internal departments, committees of council, developers, consultants, engineers and government officials on development related inquiries involving City infrastructure or infrastructure servicing policies.
- Research, develop, recommend, coordinate and implement policies and procedures related to land development, infrastructure construction activities, and development approval processes to ensure efficient, effective and strategic business operations.
- Assist in or directs technical employees on the preparation of design plans, specifications and cost estimates of various engineering projects including contract management and administration.
- Lead and/or assist in all human resources related activities including recruitment and selection, staff development and performance appraisals, employee relations and discipline.
- Prepare and deliver presentations to various groups within the corporation and to outside agencies pertaining to development related matters.
Job Requirements:
- Advanced knowledge of engineering and public works principles and practices with strong emphasis on municipal service delivery and land development principles.
- Knowledge of the principles of organization, supervision and administration and the ability to effectively apply these principles.
- Advanced skill to think conceptually, analyze complex data and issues, interpret specifications/plans/regulations and develop innovative solutions.
- Ability to express ideas effectively, in oral and written form.
- Skill in demonstrating a professional approach including being goals and results orientated and a leader who displays initiative, integrity and enthusiasm.
- Ability to consult and work with all levels of staff within the Corporation and with external contacts on development activities.
- Ability to promote and adhere to the principles of teamwork including: participation, shared responsibility, open communication, trust and mutual support.
- Demonstrated skill in project management, conducting presentations, communicating and selling ideas and in leading group discussion.
- Advanced and diverse knowledge of municipal infrastructure, management, standards, policies, practices, materials, operations and equipment. Knowledge of Windows-based software, specifically Microsoft Office, and specialized analysis software.
- Ability to carry out standard engineering computations, to prepare engineering cost estimates and to compile engineering data and statistics.
- Ability to plan, coordinate and direct the work of staff.
- Ability to analyze data and issues, document findings, research and recommend required changes and coordinate and implement policies and procedures.
- Ability to work independently and develop initiatives and programs in response to the needs of the Branch as well as corporate policies and goals.
